History

The International Center for Research on Environmental Issues (ICREI) was established in Paris (1992) by a group of French economists and lawyers who, in conjunction with foreign colleagues, aimed to make known publications and conduct research on new resource economics i.e. using property rights and market transactions, assessing the net impact of social regulations, using the common law principle of responsibility and promoting institutional arrangments for a free society. Accordingly, many conferences were set up in the premises of Assemblée Nationale inviting top speakers discuss the pros and cons of such an approach. Most conferences have been recorded and transcripts are available.

  The Groupe d'Etudes Droits de Propriété et Environnement (GEDPE) was created in Aix en Provence (1996) by Professor Jean-Pierre Centi from Aix-Marseille University and Max Falque , International Consultant and Deputy manager of ICREI, in order to organize every two years an international conference dealing with each environmental resource with the perspective of non-regulatory tools i.e. property rights and markets. In 1996, the conference discussed general concepts ; in 1998, it dealt with Water ; in 2000 the theme was Marine Resources and issue, in 2002, it was the Coastal Zone and in 2004 Wastes.
The 2006 Conferenece will deal with "Land Ressources".
   In 1999 it was decided to merge the two associations and give GEDPE-ICREI the responsability of starting a think tank on new resource economics under the leadership of Michel Massenet, Conseiller d'Etat, as Chairman, Henri Lamotte, a top official at Ministère des Finances as deputy chairman and Jean Pierre Centi, director of the Centre d'Analyse Economique of the Université Aix Marseille. Max Falque as General Manager is in charge of operating the new enlarged think tank

Funding is both private and public and from diverse origins in order to keep intellectual independance. Each conference has an earmarked budget of some $150,000 to 200,000.

Each intensive three-day conference brings together senior government officials, conservationists and environmentalists, academics, resource users, and other stakeholders, belonging to some 15 countries in order to consider new methods for the sustainable protection and management of environmental resources. The proceedings of each conference have been published by Dalloz Publishing Company in French in (the 2000 "Marine Resources" conference has also been published in English by Elsevier)
Moreover since 1992 ICREI, situated within the walls of the Assemblée Nationale, has set up numerous 3 hour colloquia and round tables with distinguished speakers from France and elsewhere. Most of these presentations have been recorded and subsequently published.
