15/11/2008 : Please do read the excellent policy paper "The Invisible Green Hand" (4436Ko) published by the Mercatus Center of  George Mason University.The author Pierre Desrochers, professor at the University of Toronto, demonstrates that corporate self interest and environmental stewardship are compatible and that accordingly many environmental regulations are counterproductive.and have to be reconsidered.
By the way Pierre came and spoke at our International Conferences of 2004 and 2008.

Most interesting and surprising is an article in Le Monde, usually politically correct, which also advocates ITQ.

In addition we submitted a paper to the daily “Les Echos” with a critical view of the French President who advocated additional catches.

As a matter of fact the French law forbids property rights or “patrimonalisation” of sea resources, which means open access and the “Tragedy of the Commons”
When we set up the International Conference on Property Rights, Economics and Environment: Marine Resources in 2000, the French Fishermen Association declined the invitation to speak and discuss the issue.
We hope that the proceedings of our international conference, translated and published in English “Marine Resources: Property Rights, Economics and Environment” (Elsevier 2002),  could act as an intellectual guidance for officials.


30/09/2008 : "The first Earth Day took place in Philadelphia on April 22nd 1970 and since is devoutly celebrated each year as the cornestone of the deep ecology movment. By the way one should mention that one of its leader, Ira Einhorn, is serving a life sententence for murder of his girl friend.
It is wise to recall the  catastrophic predictions of that time in order to reassess the present malthusian ones. Happy to be alive and kicking!"

28/09/2008 : Two papers have just been published: one by Dominique Garrigues in "Les Echos"(81ko), a leading daily newspaper and the other in the world famous weekly "The Economist"(86ko). It looks like that demagogy and irresponsability push too often officials to unwise decisions whose economic, social and even environmental side effects began to appear.
Regulatory assessment should be introduced parallell to now compulsory projects, plans and programs assessment (European Directive 2001).

24/08/2008 : We invite you to read the excellent article (92ko) just published by The Economist which pays a tribute to both Garrett Hardin and Elinor Ostrom. The Common Property Resource management theory is largely ignored in France as an alternative to public and private property.
However we always invited a member of the International Association for the Study of Common Property to make a contribution at each of our seven International Conferences.

27/06/2008 : The Conference looks as a great success in terms of excellent contributions which were summed up in the General Report presented the last day and written by Henri Lamotte during the night of June 24-25th. This key document will be posted in July.
During the formal diner on June 24th  a large and opened discussion dealt with the format of our conferences. It appears that new time constraints for top people are no longer compatible with our 3 days traditional format. So we consider that the "Biodiversity" 2010 conference could  take place on  two days with a limited number of contributors (some 30 instead of 60).
Now we have to look after  the proceedings to be published in 2009...a 7th book.
Thanks to all who participated intellectually, financially and in terms of organisation.

23/06/2008 : The 7th International Conference "Air Pollution and Climate Change" has been opened by the Provost of the University Paul Cézanne in Aix en Provence. During the morning several speakers expressed their theoretical view, both in legal and economics terms about pollution quota at the world and European context.
 In free workshops were discussed the issues of the civil society and quota market to its possibility and limits, and eventually to define the legal and economics issues. After the lunch inside the University premises, workshop reporters presented was has been said.
 Now a plenary session and round table with actors of CO2 markets take place and from 7pm on, the city of Aix en Provence and ICREI offer a cocktail and jazz concert of the 20's in the garden of the 18th century Pavillon Vendôme.

12/04/2008 : The "2007 International Property Right Index" published under the responsibility of Hernando De Soto (2518ko), presents  each year the significance of both physical and intellectual property rights and their protection for economic and accordingly environmental well being. The final result presents the case that countries with higher ranking are primarily industrialized economies. Conversely, countries that show a weak performance with respect to protect property rights are African and Latin American.
This excellent report should be assigned reading to all politicians and bureaucrats alike who, too often ,are playing at reshufling private property rights in the name of public interest but eventually limit liberty, prosperity and environmental protection.
Among contributors no wonder we find several names  associated with  ICREI International Conferences: Richard Epstein, Daniel Cole, Elizabeth Brubaker, Barun Mitra, Fred Smith, Elinor Ostrom and Julian Morris.


27/03/2008 : Please do read the excellent report of the Session 442 set up by the Salzburg Seminar in May 2007 (219ko). "Making Green Pay: designing incentives to support environmental sustainability". Of course command and control policies of the last century are unable to cope with new challenges such as global warming. The roles of government and environmental NGOs must simultaneously shift to set benchmark standards and create economic incentives for private industry, and help to inform and monitor the transformative process.

29/02/2008 : "We encourage you to read "Europe's Philosophy of Failure", an article published in the late issue of "Foreign Policy". Stefan Theil demonstrates that in France and Germany students are taught that economic principles such as free markets and and entrepreneurship are immoral.

One can imagine that Free Market Environmentalism, based on property rights and markets will not be implemented without intellectual reform. If Sustainable Development is to become effective it has to consider the fact that there is no such a thing as a free lunch. Economics and envirnmental resources management are inseparable twins and in addition the corner stone of liberty".

25/01/2008 : The 14th Heritage Foundation Annual Report "Index of Economic Freedon" is now posted on Heritage web site.It ranks 162 countries according to 10 specific factors among them "Property Rights".
France ranks only 48th with an overall score of 65.5 out of 100. (however 2.5 point over last year).For "Property Rights" France score 70 which largely under most European Union countries which score 90.But the rather low overall ranking is due to "Government Size" scoring 13.2.
Heritage Commentary: "Economic theory dating back to the publication of Adam Smith's The wealth of Nations in 1776 emphasizes the lesson that basic institutions that protect the liberty of individuals to pursue their own economic interests result in greater prosperity for the larger society"...and are  the key of environmental quality!

We rank among our major intellectual and financial supports the "Association for Promoting Research on Carbon Economy" thanks to C. de Perthuis, head of the "Mission Climat" at Caisee des Dépôts et Consignation Banking Group and D. Ellerman, professor at MIT and Paris-Dauphine University.
Our Deputy Chairman, Henri Lamotte is speaking at the Bali Climate Conference as the representive of Mrs Lagarde, Minister of Finance. Chairman Stoffaès is also attending  and meet several  contributors at our June Conference.

27/07/2007 :  The French National Conference on Environment: the temptation of status quo
The French Government has planned in autumn a national meeting where environmental parties  (NGO, business, govenments, agencies, unions...) will meet in order to discuss environmental issues and means to cope with them. The name "Grenelle de l'Environnement"refers to the post 1968 meeting dealing with a new set of labour-business relations.
ICREI is on the verge of publishing an article in the national press advocating  the opportunity to assess the poor performances of "command and control" policies implemented during the last 40 years and to imagine a "new environmentalism" based on property rights and market, wherever it is possible, to challenge  the coming problems. We then could improve individual liberty and responsibility as well as  decreasing costs and increasing performances. This paper is being signed by several key figures.


11/07/2007 :  A new President for ICREI: after 11 years, Michel Massenet resigned for health problems. Though  Conseiller d'Etat he was a  real maverik,  the key actor of the setting up of our International Conferences and coeditor of our first two books. Consulted for the selection of a new president he fully approved the choice of Christian Stoffaes.
Christian Stoffaes graduated from top French schools (Ecole Polytechnique and Sciences Politiques) and got a MBA at Harvard. As a high ranking civil servant he was associated with setting up and implementing major environmental policies both at the French and EU levels. His intellectual ability is matched by independance of mind and deep classical liberalism.
The
 Euromed - School of Management which links the Provençal  business community with education of future top managers asked to join ICREI as a full partner. In addition, at the national level  Institut de l'Entreprise and Entreprises pour l'Environnement  are very intrested in participating to the 2008 Climate Change Confernece. The American Enterprise Institute is considering a financial and intellectual participation as well as Natixis Bank and Total Corporation.
The manuscript of the proceedings of the 2006 Land Resources Conference has been sent for publication and the some 550 pages book will be available in September. A shorter version in English is considered by the Lincoln Institute of Land Policy.


12/06/2007 :  As you already know  our 7th International Conference will be held in Aix en Procence on June 23, 24 and 25 2008 and will deal with "Air Pollution and Climate Change" The draft and tentative program (67ko) is now well under way and already several contributors and sponsors are very interested.
 By the way we do not want to be involved in the bitter fight between those who consider global warming as a consequence of human activities (especially CO2 emissions) and so called "Climate sceptics" who think that global warming (if any) is linked to natural phenomena (solar activity).
We consider global warming as a given and what will be discussed in Aix en Provence is limited to devising the approriate economic, legal, rugulatory and technical tools best suited to cope with global warming in the framework of individual and public liberty.
We'll post the revised program every month on this site.

13/03/2007 : The "Property and Environment Research Center" (well known by its acronym PERC) is certainly the best and most popular think tank worldwide dealing with the relations between property rights and environment. Among its numerous publications the last issue of  PERC Reports www.perc.org "Celebrating 15 years of Free Market Environmentalism" deserves a minute reading. The introduction epitomizes its philosophy "At the heart of free market environmentalism is a system of well-specified property rights to natural resources. Whether these rights are held by, individuals, corporations, non profit environmental groups, or communal groups, a discipline is imposed on resource users because the wealth of the owner of the property right is at stake if bad decisions are made".


09/03/2007 : You'll can find the outline of the proceedings of the "Land Resources" Conference 41ko (Aix en Provence, June 2006) to be published in French (sorry!) by Bruylant in Brussels next June  An English abridged version is considered by the Lincoln Institute of Land Policy but to date no decision. Anyway, if no publication, all papers originally in English will be posted on our site.
The Steering Group for the next iInternational Conference dealing with "Air Pollution and Climate Change "met at OECD on February 13th. The discussion is about the respective importance one must give to "Mitigation" and "Adaptation" . We plan to circulate a draft document at the begining of April.

28/01/2007 : Héritage et Progrès, a think tank chaired by Christian Julienne, sets up a half day Conference on "Developing land in surburban areas in order to house many and protect the Environment: changing the rules" to be held on February 8th at the Avignon University. Max Falque will speak on zoning failure and new contractual tools, many of them extensively discussed at our 6th International Conference of June 2006. 24/12/2006 : Happy New Year 2007

We take the Xmas Seanson's Greeting opportunity to inform you that the proceedings of our "Land Resources" Conference will be available next May....alas only in French. An abridged English version is under consideration by the Lincoln Institute of Land Policy. Anyway, if not so, the original papers presented in English will be posted.
We are now busy with setting up a draft programme for the June 2008 7th International Conference on "Air Pollution and Global Warming". The topic raises great interest and we'll be able to post an outline in April.
We'll participate to several meeting and conferences to promote our ideas, especially for the promotion of our 6th book when available in May.

10/12/2006 : Up to now and since its creation in 2001 our website has been visited by more than 143 000 and after a low due to the Summer recess we now count more than 1 600 hits per week. No doubt that the topic of our next International Conference on Air and Global Warming will increase interest of environmentalists.
The translations for the proceedings of our
6th Conference are nearly completed and the deadline for the publication in French by Bruylant Publishing C° (April 2007) is to be confirmed. As for a publication in English with funding by the Lincoln Institute for Land Policy no decision has been taken.

20/11/2006 : If you read French please do check Max Falque's paper published in Les Echos, the leading French daily on economics and  business, advocating for adaptation policies  in conjunction with mitigation to cope with global warming. A no-growth policy is the worst solution.


15/11/2006 : The Dolan's paper published in the Cato Journal (Fall 2006) addresses the climate warming issue in relation with Locke and Hayek theories on property rights and market instruments. Market liberals can make a valuable contribution provided they do not stick to conservative positions and funding considerations. One must consider the world air-shed as unenclosed commons. Defending unjustly acquired property rights is not a classicl liberal position. This paper is a major contribution to inspire  a free market environmentalism solution to a pure public good.


22/10/2006 : As announced previously our next International Conference will deal with “Air and Climate Change”
The issue of globlal warming took a worlwide dimension in the media with Al Gore’s film “An Inconvenient Truth”.
You’ll find a
severe critique of this film in the Competitive Enterprise Institute paper by Mario Lewis that we put in line (see
documentation page). You could find more on www.cei.org
Of course we are not in a position to approve or disapprove it. However confrontation of ideas is of paramount importance if we want to avoid a kind of witchhunt by the media and officials alike against any global warming heretic. This happened recently in France when Claude Allègre, a decorated scientific and former socialist minister, defected from belief in global warming.
In addition you should check the excellent  “Survey of Climate Change, the Heat is on” published by “The Economist” on September 9th .

26/09/2006 :  Our 7th International Conference will deal with "AIR" and will take place in Aix en Provence in June 2008. As a matter of fact we have already studied all other natural resources (water, marine resources, coatal resources, wastes and land use)  and with AIR a 12 years cyle will be completed . The first meeting of the Scientific Committee is to be held at the end of October in Paris.
Bruylant Publishing Company in Brussels agreed formally to publish in French the proceedings of our 2006 Conference (tentatively in Spring 2007).
A publication in English is under discussion with the Lincoln Institute but additional funding is a prerequisite.

16/07/2006 : Unfortunately Daniel Cole was unable to attend the Conference due to unexpected problems of flights connection. We post his outsanding presentation  dealing with the complexity of the relations between property rights and environment which was scheduled in plenary on June 26th.
03/07/2006 : Our 6th International Conference happenned to be very successful and over 60 top specalist from 14 different countries made contriburtions inside the 3 day open and lively debates.
Among VIP came and spoke Jacques Pélissard, Congressman and Chairman of the French mayor Association, Hervé Schiavetti, Mayor of Arles and Chairman of the Camargue Regional Park, Alain Gaudet, Chairman of the French and European Land Surveyor Associations, Gérard Dumonteil, CEO of Salins Europe, Armando Carbonell, Lincoln Institute of Land Policy and Emanuel Lopez, Director of Conservatoire du Littoral.
The key issue of the role of property rights and land owners has been dealt in a comparative international approach especially with the US where legal thinking has long been a hot polical issue. It looks like that in France the relation of property rights  to environmental planning is not really discussed ....which could explain why the competent departments for planning (Agricultute, Equipement and Environment) as well as the Notary profession did not show up.
As a matter of fact it appeared that Command and Control is less and less appropriate for environmental management and that contractualization is a workable alternative in terms of cost, effiiency and constitutional imperatives.
An other theme, seldom discussed as politically non correct, was the risk of corruption of local officials linked with  zoning without  compensation/ betterment mechanism  for regulation.. If taking is to be compensated, the level of it is a tricky issue which is discussed in national and European courts.
The general report written by Henri Lamotte is to posted on this site by mid July.

17/06/2006 : The programme is under final completion. Two new contributors: Robinson Tchapmegni, judge in Cameroun, specialist of competing property rights regimes in Africa and Eve Truilhlé-Marengo, lawyer at the French National Research Center, who will speak on the relations of property rights to Natura 2000 European programme.

Unfortunately Richard Epstein, Orlando Delogu and Jean-Luc Migué will not attend for health problems but their contributions will be presented as planned. This is also the case for Bernard-Frank Macera and Lisa Jaeger who are to stay in Spain and US for professional committments.

The  Instituto Bruno Leoni provided a press release to promote the 2006 conference. (226ko)


24/05/2006 : The programme of the next conference is progressing and we are glad to acknowledge the participation of Patrick Simon, Attorney at Law in Paris and author of an excellent book on "Natural Law, its Friends and Enemy" (Bibliography as been updated ; alas not yet translated in English). Eventually a member of the Notary profession will participate...but Maître Wauters is Belgium since the French Notary Association did not answer our invitation to come and speak! We also hope to find adequate funding for the participation of Judge Robinson Tchapmegni of Cameroun (see our french doanload page).

On May 10, Euro 92 organized a conference at Assemblée Nationale where M. Falque, H. Lamotte and J.-F. Saglio presented the proceedings of the 2004 Conference on "Wastes". By the same token the 2006 programme was discussed within the framework of the strategy initiated since 1996.

08/05/2006 : Luna Leopold passes away
Hydrologist and environmentalist Dr Leopold died at 90 in February. He was a top official at US Geological Survey and later professor at Berkeley. He wrote numerous books and some 200 scientific articles dealing mainly with the relations of water to land use. As such he was a key member of the team engaged in environmental planning of the Brandywine Valley in Pennsylvania the story of which was beautifully narrated  in Ann L. Strong's book "Private Property and the Public Interest: the Brandywine Experience" (John Hopkins University Press 1975).
However he became famous worldwide when he published "A procedure for evaluating environmental impacts" (USGS 1971), called "Leopold Matrix" crossing some 100 "actions" with 88 "caracteristics" in order to pinpoint and assess impacts.
Luna was the son of Aldo Leopold whose famous book "A Sand County Almanach" (1949) is considered as important as Thoreau's "Walden" and where in the chapter "The Land Ethic" he stressed the potential role of private land ownership.
By the way the Leopold family was linked to Pedro de Luna (1328-1423) , who became the first pope of Avignon as Benedict XIII. Luna was strikingly lifelike his famous ancestor.

14/04/2006 : Serge Antoine passed away last month.
 I first met him in 1966 in Marseille about some research on outdoor prospective. One the small team aroud Robert Poujade, the first Minister of Environment, he played a key role when he asked a NATO paper to be translated in French dealing with the concept of Environmental Impact Statement which had been enacted iin the NEPA legislation by President Nixon in January 1970. Thanks to this document France introduced impact assessment legislation in 1976.
Serge Antoine was very active in setting up National and Regional Parks which now protect large areas of the French territory.
As for our International Conferences he always accepted to be be listed in the patronage committee, though in did not really share our reluctance for "Command and Control" and our position on the prevailing role of market incentives and property rights. In 2005 I wrote to him about the 2006 patronage committee. He did not answer but I did not know wh. Now I know. He was what we call a "grand commis de l'Etat" and not a technocrat.

" "Patrimoine et Cadre de vie", the quaterly published by Ligue Urbaine et Rurale", an association created before World War 2 by the famous playwriter Jean Giraudoux, is dedicated to Wastes. An important paper by Henri Lamotte sums up some of the ideas developped during our 2004 Conference stressing the necessity to introduce pay-as-you-throw taxing devices in order to introduce the virtuous cycle of individual responsability

08/03/2006 : Thompson Ayodele will come and speak on conflicting property regimes in Nigeria and environmental management.

Futian Qu and Shi Xiaoping of Nanjing Agricultural University will make a contribution on the environmental conservation of farmland facing urban development in the context of the new Chinese Constitution securing private and village property rights.

The Water Public Agency will participate intellectually and financially.


19/02/2006 : 2006 conference - Land resources has been updated.

We met the "Association Internationale des Maires Francophones" which is very interested in being actively involved.

The Lincoln Institute of Land Policy will sponsor a special session on "Liberty, Property Rights and Environment in Europe and the US". This session will probably take place on Monday June 26th afternoon.

José Maria Aznar, former prime minister of Spain and chairman of FAES think tank, has agreed to be member of our patronage committee.

The detailed programme is under completion and will be available on line in March but of course it will evolve until June. A printed (1500 copies) document will printed and circulated in April.

18/12/2005 : Good news ! The Lincoln Institute for Land Policy (US) has awarded us a $ 20 000 grant which is earmarked for some kind of travel allowance for American contributors and a special session inside the Conference on comparative US-Europe "taking issue" by environmental regulations.Harvey Jacobs (University of Wisconsin), a long time fellow of the Lincoln Institute, will chair the debate with key pros and cons contributors from both sides of the Atlantic.
The Lincoln Institute is dedicated to keep alive the ideas of Henry George, a famous self made XIXth Century philosopher who advocated some kind of  common property of land resources.This organization is conducting worldwide research on environmental land use control and, in the 80's, Vincent Renard, Max Falque and Ann Strong, attended some of their international conferences  at Harvard.

On November 17th 2005 the Steering Group met in Paris in order to discuss both the budget (quite tricky!) and the programme ( very dense!). If funding the conference proper is more or less set up, publishing the proceedings in 2007 needs additional and active fund raising from all members.

The proceedings of the 2004 "Wastes" Conference are published and Bruylant Publisher will send the book (638 pp.) as a Christmas gift to contributors. Unfortunately we are not in a position to publish in English but all original English contributions will be posted on this site.

26/10/2005 : Bruylant Publishing (Brussels) has planned  the publication of the proceedings of the "Wastes" 2004 Conference before the end of November. At last!
On October 14th Max Falque was invited by the Association of Experts for  the Marseille Administrative Court of Appeal to make an address on "Prospective of Environmental Policy".The contribution dealt extensively with the issue of property rights of land resources for environmental conservation. Several participants plan to attend the  next June 2006 in Aix en Provence.

10/09/2005 : The conference leaflet (324ko) is printed in 3 000 copies and is to be sent by surface mail to all concerned by past and future conferences. Up to date over 70 contributors are listed for June 2006.
The proofs of the 2004 Conference on Wastes proceedings are under review and the 643 pp book is to be published by Bruylant in October.
 

17/08/2005 : The French Ministers of Agriculture have formally agreed to be listed as members of our Patronage Committee. Among new contributors we are happy to welcome Nick Way (Country Land and Business Association (UK), John Gardiner (Countryside Alliance) and Orlando Delogu, University of Maine School of Law (US) and Anne Florette from Réseau Ferré de France. 2006 conference - Land resources.

On June 13th the Institut Turgot set up in Paris a conference with Hernando De Soto whose famous book "The Mystery of Capital" has just been published in French. The role of property rights are beautifully described as the corner stone of sustainable development. This excellent book should be assigned reading to bureaucrats and politicians of all stripes! We do hope Professor De Soto will accept to be member of our patronage committee.
 

08/06/2005 : 2006 conference - Land resources has been updated.
The
manuscript of the proceedings of the "Wastes" Conference (June 2004) has been handed up to Bruylant Publishing Company in Brussels on May 24th. This some 500 pages book with 45 contributions will be available in September.This the 5th book recording the content of the Conference cycle undertaken in Aix en Provence in june 1996
.
The English language section has been completed with the 'Marine resources' conference (June 2000).
 

18/05/2005 : 2006 conference - Land resources has been updated. The English language section is to be completed in the coming weeks especially with the  conference papers.
 

31/03/2005 : The 2006 Conference raises a great interest throughout the world and several top people are eager to come and speak. For instance, Jacques Pélissard, MP ,and Chairman of the Association of Mayors of France has agreed to join our Patronage Committee and advertise the programme in the Association several media which send informations to thousands of French cities.
In addition, M. Gilles de ROBIEN, Minister of Planning, Public Works and Transportation has accepted to be listed as patron of the conference. We are expecting similar positive answers of the Minister of Agriculture and the Ministrer of Ecology.
The proceedings of the Waste Conference (June 2004) are nearly completed by M. Falque, H. Lamotte and J. F. Saglio, editors, and are to be sent to Bruylant Publishing Company in Brussels at the beginning of May in order to be on sale in June or July. This book of some 600 pp with 45 contributions  is not to be translated in English for the time being (no funding) but contributions originally in English will be posted on our site.

The proceedings of the 2002 Coastal Zone Conference have gone to press and will hopefully be available by end Februar. We do not plan an English version but we'll put in line the papers originally presented in English.


The proceedings of the European Symposium "Property Rights, Hunting and the Environment" organised by the French Chapter of the International Council for Game and Wildlife Conservation on September 23 2002 in Rambouillet had just been edited by Chairman L. de Rohan Chabot and published by Fondation de la Maison de la Chasse et de la Nature, 60 rue des Archives, 75003 Paris.
This some 150 pages document in published in French and English. Among the distinguished contributors we must mention R. de Saint Marc, Chairman of Supreme Administrative Court (Conseil d'Etat), T. de l'Escaille, Secretary Geenral of European Landowners Organisation, Nicolas Hanley, European Commission....

Garrett Hardin died in September 2003 and if the French media did not mention it a limited number of papers were published in the US. G Hardin's famous paper "The Tragedy of the Commons" (Science 1968) aroused a tremendous interest since it discussed the role of property rights and economic incentives for environmental resources as well the trap of open access. For a good discussion of Garrett Hardin's intellectual contribution check "The Tragedy of Garrett Hardin" by Gregg Easterbrook in the Wall Street Journal October 21 2003.

- Proceedings of the 2002 Costal Zone Conference: at last the manuscript has been sent lately to Bruylant Publshers in Brussels. One can expect the some 450 pp book to be available next January.
- The posted leaflet for the 2004 Conference has been printed in 2000 copies and is being sent all over the world.
- We are sorry to learn that Jean-Paul Troadec passed away in September. Jean-Paul was one of the best specialist of marine resources both in economics and biology. He served in French institutions (IFREMER) and international institutions such as FAO. He has been a key actor for the setting up of our 2000 and 2002 conferences.
- Max Falque's draft contribution to the 11-13 April 2003 Prague Conference "Commons in Transition" is available in English on the International Association for the Study of Common Property (IASCP) web site. An article in French has been published by Mireille and Max Falque in "Etudes Foncières", n°105, October 2003.
- In order to aknowledge the international dimension of our association, the Board of Director has decided to to use the sole acronym ICREI, standing for International Center for Research on International Issues (instead of GEDPE-ICREI). The new location is the large Research Center of Arbois near the Aix TGV Station and Marselle Airport.
- Brice Lalonde, former French Minister of the Environmen
t and Jean-François Saglio, former Chairman of Institut Français de l'Environnement have been appointed member of the Board.


Theme year 2004: WASTES


The 12 papers originally in English presented at the 1996 International Conference will be put in line by mid July. You can find the comprehensive proceedings on the French section of this site since the book is no longer available (sold out).


We have the formal patronage of the French Ministers ot Ecology and Agriculture. J. Pelissard M.P. and deputy chairman of the "Association des Maires de France" will be both patron and active contributor at the Conference.
The French speaking Advisory Board will meet on June 19 at OECD in Paris in order to set up the draft programme to be sent by surface mail in summer.


Montesquiu Declaration

"This declaration stresses the paramount importance of private property for sustainable development. Governments should collaborate instead of fighting landowners if they want to prevent despoliation and inefficient public spending. The very fact that public and private organisations alike signed this document witnesses the change in favour of pragmatism against technocratic ideology."

- Max Falque attends the Prague's Seminar (April 11-13) "The Commons in transition: property on natural resources in Central and Eastern Europe and the Former Soviet Union" organised by Institute for Agricultural Economics Prague, Czech Agricultural University, Humbolt University (Berlin) and International Association for the Study of Common Property. Among the 18 participants is listed Audun Sandberg who attended our last Aix Conference.


-On November 14 the Steering Committee met at OECD in Paris to design the 2004 Wastes International Conference. The draft brochure in English will be available by the end of the year in order to inform prospective partners


On March 14th the proceedings of the July 2000 Conference « Property Rights, Economics and the Environment : Marine Resources » are on sale published by Elsevier, 506 pages, editors Falque and Lamotte. The publication in English by Elsevier is available (49 Euros). Limited Edition
